God has a will. By Himself and with assistance from no one, He makes decisions, policies and establishes principals. He ALWAYS acts in accordance with ALL of the other attributes of His Holy Nature and will NEVER express one attribute at the expense of another.
| Deuteronomy 4:39 Know therefore this day, and consider it in thine heart, that the LORD he is God in heaven above, and upon the earth beneath: there is none else. | Psalms 47:2 For the LORD most high is terrible; he is a great King over all the earth. |

God is absolutely just. It is impossible for Him to do anything that is unfair to Himself, to man, or to Satan. He executes perfect justice in accordance with His attribute of righteousness. All that unrighteous will be judged by Him and separated from Him.
